Gibbs said Hetherington requested sick leave on Aug. 3 because his wife was having surgery. The leave was approved by his supervisor and later approved by the city's personnel department."This is a prime example of how the administration, from the mayor on down, thumbs its nose at the Constitution," Gibbs said. "The city is run like a tyranny."
